What an Iowa Investor Does Not Get

The friendly Iowa property tax numbers online belong to an owner-occupant. This page is about the ones that do not reach a rental, and about one class that closed.
The baseline
§441.21(1)(a): "All property subject to taxation shall be valued at its actual value … and, except as otherwise provided in this section, shall be assessed at one hundred percent of its actual value."
Everything after that is an exception, and the exceptions are where owner-occupants and farmers live.
★★ The homestead credit is occupancy-gated twice
Iowa Code ch. 425 defines the homestead as "the dwelling house which the owner, in good faith, is occupying as a home on July 1 of the year for which the credit is claimed and occupies as a home for at least six months during the calendar year in which the fiscal year begins."
Two separate tests, both about living there. A tenant-occupied rental fails both, and an entity-held property cannot satisfy either in any event.
What it is worth, from §425.1: the fund is apportioned "so as to give a credit against the tax on each eligible homestead … in an amount equal to the actual levy on the first four thousand eight hundred fifty dollars ($4,850) of actual value for each homestead."
★ And there is a second layer: a claim for the credit "shall also include the ability to claim the exemption under section 425.1A for qualified owners," allowed where the owner meets the age criteria, and carried forward in successive years without refiling. Persons 65 or older, or who are disabled, may request the forms directly from the assessor.
So the Iowa relief stack is: occupancy, then age. Neither is available to a rental.
★★ The class that closed on 1 January 2022
This is the part that surprises people who last looked at Iowa a few years ago.
§441.21(13) created a separate class "known as multiresidential property", and the enumerated list reads like a list of investment assets:
- Mobile home parks
- Manufactured home communities
- Land-leased communities
- Assisted living facilities
- ★ "A parcel primarily used or intended for human habitation containing three or more separate dwelling units"
- The habitation portion of a parcel otherwise used as commercial or industrial property
And the dates, verbatim: "Beginning with valuations established on or after January 1, 2016, but before January 1, 2022."
So that class was open to valuations for six assessment years and is closed to anything established on or after 1 January 2022.
★★ What we will not tell you is what those parcels are classified as now. §441.21(13)(b) continues past the text we read, and inferring the answer would be a guess dressed as a fact. Your county assessor has your parcel's actual current classification, and that is the only authority worth acting on. What the closure means in practice.
The two-tier commercial structure
Larger rentals can land in the commercial classification, and §441.21 assesses that in two slices:

The first slice borrows the residential percentage; everything above it sits at 90%. That is the structure. The residential percentage itself is the figure we are not publishing.
★ What we deliberately do not publish, and why
No Iowa residential rollback percentage. The assessment limitation under §441.21(4) is set administratively for each assessment year. We did not read the current figure at a primary source this pass, two Department of Revenue URLs we tried returned 404 and were discarded rather than guessed at.
No Iowa effective property tax rate. Same reason, and effective rates vary by taxing district in any case.
No post-2021 classification for 3-plus unit parcels. Covered above.
A verified gap stated plainly beats a confident number nobody checked. Your assessor and your tax professional close these three; we will build the loan around whatever they tell you.
Why a lender raises this at all
Because property tax is the largest line between gross yield and what actually services debt, and the yield table does not contain it. A Burlington property at 8.25% gross is not an 8.25% property after taxes, insurance, vacancy and management.
